Description
The ISS Black Plague is the flagship of Section 31, the Augment enhanced soldiers who protect the Terran Empire at all costs. Using genetics, cybernetics, and anything else to give themselves an advantage over their foes, the members of Section 31 will do anything, including alter history, to make sure the Empire never falls.
When the Empire was weakened enough to be destroyed by the Klingon/Cardassian Alliance, the Black Plague vanished into the past, to prevent the destruction of the Empire... thus sparking a Temporal Cold War that spread through all of time and space through multiple dimensions.

The 8 mega phasers are a bit much, but their placement makes sense, and the context makes even more so. But the nacelle mounted torpedo tubes are too much overkill to me, and A) feels like an afterthought, and B) Seems like a perfect target.
If you wanted additional torpedo tubes, I would have gone with maybe modifying the bridge module to have torpedo tubes (not unlike TOS designs)
